Is IT talent management still an issue for CIOs? Have organizations, like some claim, finally managed to attract and retain top talent and develop their skills and competencies based on rapidly changing demands or has it just been lip service? Has the CIO recruited staff from outside IT or are they working closely with HR to build talent programs?
